Kimie, please make the following changes per the RA SIG meeting on 9/28/17:

Change "Charge manual fee" heading to "Charge manual fee/fine."
Change "Fee owner" field name to "Fee/fine owner."
Change "Fee type" field name to "Fee/fine type."
Change "Fee amount" field name to "Fee/fine amount."

Please let me know when the updated screen is available so I can update the user story for the developers.
