plugin-find-user must support id prop

Description

The user-edit screen contains two instances of the Pluggable ui-plugin-find-user which creates two "Find user" buttons on the screen both with the HTML attribute clickable-plugin-find-user. Duplicate IDs is invalid HTML and can lead to sporadic test failures if the browser does not choose the same element consistently.
