While testing the Q4 2018 release at http://folio-q4-core.aws.indexdata.com, Holly discovered that the message displayed when a user attempted to delete a Fee/Fine Owner that had existing manual charges was not clear. Please update the message per the attached screen print.
It's too late to fix this for the Q1 2019 release, so it will need to be fixed in Q2 2019. Thanks!

Holly just tested this at http://folio-snapshot-stable.aws.indexdata.com and it is not work. Instead of the actual message showing up, ui-users.owners.cannotDeleteOwner is displayed as shown in screen print below...
