Requests not being blocked for patrons with manual patron block

Description

When a patron has a manual patron block that should bar them from making Requests, they are being allowed to enter a Request. Issue https://folio-org.atlassian.net/browse/UIU-675#icft=UIU-675 is the user story that describes how the block should work for Requests. Blocks for Borrowing and Renewing from Loan History do work properly. Blocks for Requesting and Renewing from Loan Details do not.

Requests are being blocked properly, but there are two bugs that need to be fixed in Q1 2019: https://folio-org.atlassian.net/browse/UIU-808#icft=UIU-808 and https://folio-org.atlassian.net/browse/UIU-809#icft=UIU-809.
