User Status Displays as Active When Expired

Description

Steps to repro:

  1. Log into folio-snapshot-stable as diku_admin

  2. Create a new user record

  3. Newly created records have a status of active (this is correct)

  4. Now edit the record and set the expiration date to yesterday

  5. Save the record

Expected: Since the expiration date is in the past, the user status should change to Inactive (per https://folio-org.atlassian.net/browse/UIU-235#icft=UIU-235)

Actual: The status still displays as Active. When you edit the record, you can see that the menu is inactive and the "User has expired" message displays (which is good) but the menu should show Inactive as selected.
