Users App: Apply internationalization to all hardcoded strings for Settings

Description

All the hardcoded strings should be internationalized using the react-intl pattern.

react-intl constructs outlined at https://github.com/folio-org/stripes-core/blob/master/doc/i18n.md

Use <FormattedMessage>, <FormattedDate>, and <FormattedTime> as often as possible, only falling back to formatMessage(), formatDate(), and formatTime() (accompanied by injectIntl) when a bare string is absolutely necessary.

, just saw this come through and wanted to let you know that there are a number of bugs and stories written about abstracting hardcoded strings in FOLIO (e.g. ). Have a look at this filter in case there is overlap with the work you are doing: https://folio-org.atlassian.net/issues/?filter=10997 Thanks!
