Closing as Won't Do due to conflict w/ STCOM-228 scenarios 10 through 13.
Per mid-sprint discussion, the delete buttons for all ControlledVocab terms will not be disabled when the term is in use. They will instead be enabled but deletion will not occur if the patron group is in use.

Steps to repro:
Log into folio-snapshot-stable
Go to Settings > Users > Patron Groups
Expected: Per UIU-364 the delete icon should display disabled with rollover text when the patron group is in use
Actual: The delete icon is not displaying at all
