Loans: Seconds Shouldn't Display in Due Date Time

Description

Steps to Repro:

  1. Log into folio-testing

  2. Go to any user with loans

  3. Click the link to the number of loans to view the Loans page

  4. Look at the Due date column

Expected: Due date should display date and time to the minute per the mockups: https://drive.google.com/drive/folders/0By8ccf5VV4EWSy14X2RIWVVXLTQ

Actual: Due date displays date and time to the second
