Overview: If an item is being blocked for renewal because of the user is billed reminder fees.

If there is a different block in place (manual or automated patron block) then the override dialog will come up but renewal will fail anyway if there are reminders and the policy blocks renewal with reminders. When trying to override the block, following error message shows:

Steps to Reproduce:

1. Log into FOLIO dev2 environment as Id_admin

2. Go to Users app

3. Search for test user named: Block Test, Ninas

4. Go the her open loans

5. Select ABA Journal (text) with a check mark in the check box to the left of the title

6. Click the button Renew

7. In the Renew Confirmation modal click Override

8. Select the item, and add additional information, e.g. test

9. Click the button Override

Expected Results:
The blocking of the loan is being override

Actual Results:
An error message is thrown.

If there is NOT a different block in place, then no override dialog will be shown, since the UI does not know to display it for reminder fee blocks.
