Rewire the Permission Set editor to use <EntrySelector> from stripes-components

Description

This will give each permission-set its own URL within Settings, fulfilling STRIPES-426.

I've struggled with this apparently-simple task for a day now – for whatever reason, I just don't seem to be able to get my head around it. After discussion with , who created <EntrySelector> for its use in ui-circulation's Loan-Policies editor, we decided I would reassign this to him, and move on to other tasks.
