User App ACTIONS menu item "Lost items requiring actual cost" has disappeared on Nolana BugFest instance

Description

Overview: A bugfest tester tested this option yesterday, and it was available at Nolana BugFest.

Steps to Reproduce:

  1. Log into https://bugfest-nolana.int.aws.folio.org/ as admin user

  2. Open Users App

  3. Press ACTIONS button

Expected Results:
"Lost items requiring actual cost" appears in Actions sub-section, after +New as shown in attached screen print.

Actual Results:
"Lost items requiring actual cost" does not appear as shown as shown in attached screen print.

This problem is due to a permission problem with Holly's test account. Holly is attempting to confirm this but is having trouble editing her permissions on her test account.

Hello We created user and add permission "Users: Can process lost items requiring actual cost" (User permissions.PNG) after that we login by this user and we can see "Lost items requiring actual cost" (Lost items requiring actual cost.PNG)

This is likely a permission error, so Holly needs to retest it after she is able to change her user account permissions. Right now she is getting an error.
