Hebis: Test of German "Reminder fees" need to stop being billed after item is renewed, but existing "Reminder fees" will remain

Hi @Nina Morgenstern - that sounds good. Please be aware that the Renewal option we will be working on post Poppy - so October - early December, so this test we will not have ready in Poppy Bugfest test, but in Quesnelia.

@Charlotte Whitt there isn't an expicit test case for this yet, but it could be included in the test case “Is the reminder fee policy option "Allow renewal of items with reminder fee(s)" working correctly” (and this we already have written up, so changes or additions could be made easily).

This ticket is in discussion. From our point of view it should not be possible to renew an item with an
existing reminder. A reminder requires a patron return the item physically. So renewing a reminded
item contradicts the concept of reminder fees.

Most libraries in hebis don’t block patrons completely after a first or second reminder. They typically
block after a third reminder or with accumulated fees of 12 € or more. Until this complete block takes
effect reminded item should not be renewable. This is not covered by the existing tickets

We already talked about this issues with @Holly Mistlebauer and @Jana Freytag (GBV) and want to add it
as requirement.

No work is needed, but this needs to be tested...
