When one or more patron Loan Records have field Last reminder fee billed number set to one or more
Then display this message to the right of the Total open fees/fines: (includes reminder fees) (as shown in attached screen mock-up 9-user-details.jpg--please note that "includes" is spelled incorrectly on the mock-up)
