Update to permission "Users: Can view fees/fines and Loans"

Description

If a loan has a fee/fine associated with it (e.g. overdue fine, lost item fee, missing piece), the link from the Loan Details "Fees/fines incurred" field to fees/fines should be active.

Tested on Snapshot with user who had permissions

Check in: All permissions
Check out: Check out circulating items
Circulation log: All
Users: Can view fees/fines and loans
Users: Can view user profile
Users: View requests

When that user checked in the item with the overdue fine, the fee/fine details link from the check in app was visible and when clicked displayed the fee/fine as expected

If I go to the user record, view the loan details, the link from the fee/fine is active from there as well.

Hi , you are the tester on this, but has not responded.
So maybe another RA PO can help out here ?

I have tried to test this in FOLIO Snapshot, but the whole Fee/Fine settings seems to be a bit out of sync in FOLIO Snapshot, and I would not know how to fix it without digging into this in much more detail.

I hope one of you can take a look, and we can get this work manual tested and the work verified. Thanks a lot in advance.
