Bugfest: Better error message when renewing declared lost item when renewal would not change the due date

Description

Overview:
Steps to Reproduce:

  1. Log into bugfest-goldenrod as a user with all permissions

  2. Navigate to a loan for an item that is declared lost, with a loan policy that would not change the due date if item was renewed

  3. Renew the item, and override the failed renewal

Expected Results: Renewal override fails but nicer message displays.
Actual Results: Renewal override fails. Failure does not display in standard failure modal.

CIRC-809 means this error no longer occurs, so closing this story

CIRC-809 (awaiting bugfix release) might mean this is no longer happening so I'll close this. I think at first it wasn't clear whether the CIRC issue would be able to be done this sprint.

Normally I use a loan with a loan policy that renews from system date, and use change due date to extend the due date beyond whatever the date upon renewal would be. so for this loan, https://folio-testing.aws.indexdata.com/users/f1c2d681-faba-4950-918f-bf58d914ba1f/loans/view/759683d6-3d10-4938-90e8-bc9199309455, the renewal would extend the due date one day from today (system date), so if I change the due date to much later in July, I'll get the error of renewal would not change the due date when I try to renew.

I see this error message in bugfest, but I'm having some trouble replicating it on another server such as folio-testing. I think the problem is that I don't completely understand how the circulation rules work. I've been trying to set up a new loan policy with a renewal section that doesn't change the due date and apply it in the circ rules editor, but that doesn't produce the error when I try to renew an item. Would you mind helping me figure out a setup that works?
