Overview:
I was able to declare an item lost twice, resulting in 2 sets of lost item fees being charged to the patron for the one item. This is most likely due to slowness of the bugfest test system. Normally the "Declare lost" button is grayed out after the item has been declared lost, making it impossible to declare an item lost more than once.
Steps to Reproduce:

Create a Lost Item Fee Policy that charges a SET COST of 100.00
Check out an item to a patron that uses the Lost Item Fee Policy that was created above
Go to the patron's Loan Details page for the item
Press the "Declare lost" button
Press the "Declare lost" button again
The patron will be billed the set cost of 200.00 twice
Expected Results:
Error message indicating that item has already been declared lost
Actual Results:
Patron billed the set cost of 200.00 twice
