Settings > Users > Custom fields option displays although no permission assigned

Description

  • Using testing

  • Create a user without Custom fields Settings permissions assigned

  • Login as that user

  • Go to Settings > Users

  • Actual outcome: Custom fields appears as an option

  • Expected: Custom fields does not appear as an option under Settings > Users
