Users: Can view permissions assigned to users doesn't work

Description

User Patty Perms (name Patty password Perms) has the permission to view passwords assigned to users
When a user with permissions is viewed
Expected behavior: You can see the permissions of that person

Actual behavior: The Permissions accordion does not show.

Hi I can't repro this in BugFest or in snapshot. I'm guessing that you thought you assigned the permission but it didn't actually get assigned (this happens a lot because of the performance problems assigning permissions). We should file a bug for that if we haven't already. Anyway, I'll attach a screencast of what I'm seeing in BugFest. Please re-check your steps and close this as can't repro if you also can't repro

Can't test is this repros in snapshot because I can no longer add a user password. Still, I can see that it's not working in BugFest and I think this should be fixed for Q1.
