Copy Manual Charges process thinks Fee/Fine Owner has no Fee/Fine Types when it does

Description

Steps

  1. Go to Settings>Users>Fee/Fine>Manual charges.

  2. Select Fee/Fine Owner HOLLY FEE/FINE OWNER from the Fee/fine owner drop-down.

Expected Results

  1. The Fee/Fine Types for HOLLY FEE/FINE OWNER displayed.

Actual Results

  1. A pop-up titled "Copy existing fee/fine owner table entries?" appears. This pop-up should only appear for Fee/Fine Owners that do not have any existing Fee/Fine Types. Fee/Fine Owner HOLLY FEE/FINE OWNER already has a Fee/Fine Type of MISC FEE, so the offer to copy another Fee/Fine Owner should not be made. (See attachment Copy-manual-charges-4.png.)

Additional Information

  1. The pop-up appears for two of the Fee/Fine Owners that have no Fee/Fine Types (CORNELIA and TEST OWNER), which is correct, but not for one (TEST).

  2. There are two other JIRA bugs related to copying manual charges from another fee/fine owner. See the "relates to" links below.

Holly just tested this on Honeysuckle BugFest and it is no longer happening...I believe the data was corrupt at the time this first occurred...

Could this be a caching issue? An old list of Fee/Fine Types being served up instead of the most recently changed?

Possible test:

  • assess a manual charge to cache the fee/fine types

  • go to fee/fine types and make a change

  • return to assess another manual charge

  • check whether the changes appear in the response from the server

  • If not, try full refresh (Shift + refresh in most browsers) to force a reload (if the caching is client-side)

Message Holly sent to Maxim on Slack when he asked about this issue...

"I have shown this problem to one or more people on Vega using the BugFest instance. I can't reproduce it on Snapshot. I think that BugFest is so messed up at this point that it does not necessarily reflect what would happen on a new installation. There are several other bugs related to the Manual Charges setting being worked on. We reduced this UIU-1549 for this reason. Cate thought that if you were making progress on UIU-1549 it might be worth fixing it for Q1 2020, but if not it can just wait until later. Please focus on other bugs at this point. Thanks..."

I still can't reproduce the issue on bugfest and snapshot envs.
