User. Collapse accordion Proxy / Sponsor by default when in edit view

Description

Overview: The FLO libraries ( find it annoying to have the Proxy / Sponsor accordion open by default in the edit view of the user record.

Additionally, it is impossible to close the Proxy/Sponsor accordion.

- is this something the UM-SIG might want to discuss, change?

Oh, I forgot, this annoyed me enough that I went in on June 10 and fixed it to make sure it wasn't in Juniper.

(I'm not sure what state I should put this JIRA into to reflect that so...just letting it be known!)

It is still the case in Iris that it is impossible to close the Proxy/sponsor accordion. I'll add this to the description as it seems like part of the problem.

I believe this is a bug. Currently on folio-testing, it's impossible to close the Proxy/sponsor accordion.
