Handle 'notify' field issue upon creating fee/fine

Description

Expected behavior:
1. On folio-testing as diku_admin;
2. Make the preliminary steps in order to create a fee/fine (create owner, payment method, manual charge);
3. Checkout a loan and navigate to the open loans tab;
4. Open an action dropdown for the open loan and choose "New fee/fine";
5. Fill all required fields in the appeared modal and click "Chare & pay now" button and then hit the "Confirm" button in the confirm dialog:

Expected behavior: Fee/fine created and no error modal appeared;
Actual behavior: Fee/fine is not created and no error modal appeared (see Error.png in attachments);

, Could you please update Fix Version field? It should be fixed for 2.26.1 but I am not sure if this fix was applied to this version

This error occurs when you create a new fee/fine from any starting point (not just an open loan) and then select "Charge & pay now" instead of "Charge only" on the New fee/fine page. The new fee/fine is created, but when you confirm that you want to pay it you get the error as show in attachment After-Press-Confirm-Button.jpg. If you instead selected "Charge only" and then pay the fee/fine via any of the payment routes (e.g. FF History Pay button, FF History Pay ellipsis option, FF Details Pay button), the Pay fee/fine modal works fine.
