Default Fee/Fine Owner no longer set on New Fee/Fine page

Description

We actually need to change how the default Fee/Fine Owner is set. See UIU-1160 for details.

A staff member working at a Service Point will most likely have a Service Point Preference set. If you look at attached screen print User-Service-Points.JPG you will see that Holly's Service Point Preference on the BugFest test instance is HB Infodisk.

Fee/Fine Owners have Service Points associated with them. If you look at attached screen print FF-Owner-SPs.JPG you will see that Service Point HB Infodisk is associated with Fee/Fine Owner Main Circ.

When Holly opens the New Fee/Fine page, the Fee/Fine Owner should default to Main Circ, but it doesn't (as shown in attached screen print New-ff.JPG).

This worked until the Q4 2019 release.
