BugFest installation not sending waive or transfer notices

Description

As part of Q4 BugFest, Holly is testing several features at https://bugfest.folio.ebsco.com (the test installation for Chalmers). When a fee/fine is waived or transferred, an "action" notice is not being sent to the patron. It is possible that this work was not completed for Q4.

Notices for waives and transfers have not been implemented. Vega will be working on them shortly (see MODFEE-19 and MODFEE-20).
