Move "New" Button on Users App

Manually tested in FOLIO test http://folio-testing.aws.indexdata.com/ version @folio/users 2.8.0, using Chrome
The button is displayed in the header of the list pane as shown in Filip's prototype: http://ux.folio.org/prototype/en/users
All looks good.

I have one observation though, and that is the header of the result list pane. In Filip's prototype: http://ux.folio.org/prototype/en/users this pane is named "Users' and the result list is displayed as 'XXX search results'

I'll close the issue as done, and file a story re. change of the header for the pane with the result list, .
