Intermittent: Unable to change service point

Steps to repro:

1. This doesn't repro consistently so I am not sure all the pre-conditions

2. When logged in as a super user, I created a user in the Chalmers environment (though I think I have also seen this in folio-snapshot)

3. I gave them a custom permission set called Circulation which has all the permissions needed to do basic circ functions plus the ability to add and edit users (including service points)

4. I did not assign service points to this user, as I didn't think of it at that time

5. I logged in as my new user and then went to Users to add service points

6. I added all possible service points to my own record and set a default for myself

7. I went to Requests and generated a Hold shelf clearance report (which relies on service point)

8. I think I switched service points after that and reattempted the hold shelf clearance report

9. I then wanted to switch service points again and I went to do so

Expected: Switch service point option available

Actual: Switch service point option available

Additional info: After logging out and back in, the option was available again
