Shared Fee/Fine Owner showing up as "ghost" fee/fine owner to be copied by other fee/fine owners

Description

To duplicate this bug do the following:
1) Start with a new install of FOLIO.
2) Add "Shared" fee/fine owner as first fee/fine owner (as shown in Shared-step-1.JPG).
3) Add Manual charges for "Shared" fee/fine owner (as shown in Shared-step-2.JPG).
4) Add "Main Circ" fee/fine owner as second fee/fine owner (as shown in Shared-step-3.JPG).
5) Select Manual charges and then select a fee/fine owner of "Main Circ."
6) You will be asked if you want to copy charges for an existing fee/fine owner, but there isn't one listed (as shown in Shared-step-4.JPG).
