UX Consistency Fix for Payment Status capitalization

Description

Payment status must be updated to have only the first character of the first word capitalized, as shown in the attached image.

The Payment status for the Pay Fee/Fine modal have been corrected as part of JIRA issue and will be implemented as part of the Q3.1 release. This JIRA issue covers Waives, Transfers, and Cancellations.
