"Shared" Fee/Fine Owner not allowed to have associated Service Points

Description

The "Shared" Fee/Fine Owner should not be allowed to have associated Service Points given it is not a real Fee/Fine Owner (see attached screen print).

If a user attempts to add a Service Point for the "Shared" Fee/Fine Owner, please display the following message: Associated service points not allowed for Shared fee/fine owner

Holly just tested this fix at https://folio-testing.aws.indexdata.com/ and the error message is appearing correctly, Unfortunately a new error (https://folio-org.atlassian.net/browse/UIU-1258#icft=UIU-1258) was introduced, but that fix can wait until the Q4 2019 release. Thanks!
