"Settings (Users): Can create, edit and remove permission sets" doesn't enable Permission Sets menu

Regardless of "Settings (Users): Can create, edit and remove permission sets" is being enabled or not Permission Sets option in the Settings --> Users --> Permission Sets is always available.

the expected would be to see in settings - Users and all the user settings except the permissions settings.

this depends on what other permissions you have.

I am with in that I can't repro this. I think the repro steps should have included the other permissions that were assigned to the user at the time .

Anyway, I created a user and gave them only Users: Can create new user and when I logged in as that user, I was unable to see anything in settings which is expected behavior. I will close this.

so when we do this in snap shot, we are able to remove the permission set creation from a user's permissions, but then we can not see any of the USER settings in Settings at all.

I cannot duplicate this failure. If a user has some Users (Settings): ... permissions but NOT Settings (Users): Can create, edit and remove permission sets, then the Permission sets element is omitted from Settings > Users.

, I always testing with 2 users and 2 different browsers (FireFox and Chorme). After the first user changes a permission the second user performs logout/login to get the fresh set of permissions. After that the second user validates if permission change took desired effect.

Hi , permissions changes take place only after the user logout and then login. Maybe an additional message is needed for that purpose to describe that.
