Use consolidated locations endpoint in member tenants

Description

Consolidated locations endpoint will be able to be used from member tenants, so we need to change UI code to use this endpoint

It will not require central tenant permissions - UI will be able to make a request to a member tenant

Hey this should be checked on ecs sprint testing env, but that env still has an old version of stripes-inventory-components and should be rebuilt
