Overview: Filter selection cursor highlights (focus) are persisted and distracting for the user

Steps to Reproduce:

1. Log into bugfest.honeysuckle

2. Click organizations app

3. Select 5 fitler options

4. Unselect 3 of those filter options

Expected Results: Blue focus highlights are removed when the user highlights another field or area of the screen

Actual Results: Blue focus highlights are NOT removed when the user highlights another field or area of the screen. Meaning the interface becomes crowded with focus highlights.
