Cannot select location in "Permanent location" field in "Bind piece" form

Preconditions:

1. Order in "Open" status with one PO line exists:

• "Order format" = Physical

• "Bindery active" = Yes (checked)

• "Receiving workflow" = Independent order and receipt quantity

• "Create inventory" = Instance, holdings, item

2. Four pieces with related items in same location as POL were added to related title in "Receiving" app

3. All pieces were received in the following order:

• Piece 1

• Piece 2

• Piece 3

• Piece 4

4. Authorized User with the following permissions is logged in:

• Inventory: View instances, holdings, and items

• Receiving: View, edit, create

5. A user is on "Receiving" pane with search results for Title related to POL from preconditions

Steps to reproduce:

1. Click on Title record related to POL from preconditions

2. Click "Actions" button in "Received" accordion and select "Bind pieces" option

3. Check the checkboxes for the first two records and fill the following fields:

   • "Barcode" field - enter any unique value (e.g. "bound item 1")

   • "Material type" field - select any value

   • "Call number" field - enter any value

   • "Permanent loan type" - select any value

   • "Permanent location" field - click "Create new holdings for location" and choose holding different from POL

Expected result: Selected holding should appear in the "Permanent location" field

Actual result: Selected holding does not appear in the "Permanent location" field, except location same as in POL
