New holding created for bound items even if existing holding is selected

Description:

When binding receiving pieces into a bound item, FOLIO creates a new holding for every item, even if an existing holding is selected. A new holding should only be created if the user follows the “create new holding” link.

This issue surfaced during UAT testing

Steps to reproduce:

1. Log into FOLIO snapshot or thunderjet-2nd environment

2. Create an order and POL with a status of “bindery active”

3. Create and receive enough pieces to bind at least 2 items.

4. Bind the first item and assign it to a new holding

5. Bind the second item and choose the holding created in step 4

Expected result:

• The new item is created in the existing holding.

• Viewing the holding record shows 2 items

Actual result:

• A new holding is created in the same location

• Each holding shows 1 item
