Location filter not returning results when expected

Overview: Location filter not returning results when expected in the receiving app

Steps to Reproduce:

1. Log into Bugfest-iris or bugfest-juniper

2. Navigate to the receiving app

3. Filter for Ongoing orders

4. Choose a location from one of the orders in the list

5. Apply that location as a filter

Expected Results: All titles that are type ongoing and have that location display in result list

Actual Results: No results found. 

Additional Information: The URL below is an example search, when removing the location filter you will see a number of titles in the result that actually have that location and should appear in results
