Enable auto-linking for Local MARC Bib records in consortium environment

Description

Purpose: To make sure that auto-linking works when a user is editing or creating/deriving a local MARC bibliographic record in a member tenant.

Requirements: 

  • When editing or creating/deriving a local MARC bib record in quickMARC , if the "Link headings" is selected, the system should attempt to match the $0 subfield in either a local or shared MARC authority record

Notes:

  • Only applies to member tenants within a consortium

  • Shared MARC bib record can only be linked with Shared MARC authority records

As the team has discussed at a meeting with PO, moving this story in PO review.
Now UI sends 2 requests instead of one (for Central and Member tenant) when user clicks on "Link headings" button in Create/Edit/Derive screen of Local MARC Bib. See attached screencast:

Hey - as discussed in our sync up, this is acceptable behavior as this setting should be the same across tenants. I will make a note that autolinking may not work as expected if a member tenant ends up switching these settings.

Besides of my previous comment, I have question about instance-authority linking rules which are used for automated linking (this endpoint "/linking-rules/instance-authority"): 
Right now, some fields (ex.: 600) could be enabled for automated linking (has flag "autoLinkingEnabled": true) on Central tenant and the same field could be disabled for automated linking (has flag "autoLinkingEnabled": false) on Member tenant.
What is your expectation about these settings for Consortium environments?
Below you can see the table with testing results. In each test I've linked 600 field on Member tenant.

All test cases are failing because automated linking is happening sometimes from second try in quickmarc, see screenshot for example.
