Requests: Problems with Requester Search and Select Popup

Description

Overview: I suspect this is related to UIU-360 (When There is an Unambiguous Match, The Details Record Should Open Automatically). Now, when you use the user search and select modal (e.g. in Proxy selection (Users), Requester selection (Requests) or Patron selection (Check out)), there are issues appearing

Repro steps:

  1. Log into folio-testing

  2. Go to Requests

  3. Click New to create new request

  4. Click Requester lookup link

Expected: You should be able to search the user list to find your requester

Actual: The modal presents the create new user form. Screencast: https://www.screencast.com/t/IyHvtwq2eCEf

I moved this to the ui-plugin-find-user project, as it seems to be a problem with how the plugin is handling the layer=create URL param that <SearchAndSort> adds to open the new record form. (The plugin is interpreting it as meaning that the popup should show a create form.) Thus, it's not peculiar to ui-requests.

Changing the status was perfect. I don't know that we have a clear protocol for handling things when testing fails, but changing the status back to "open" and adding a comment describing the failure (i.e. exactly what you did here) makes sense to me.

Should I have reopened this ticket, ? I knew you would get a notification and I was hesitant to change the status.
