Closing. Has been fixed in ERM-2964 and tested on snapshot systems.

@Mike Taylor the issue is a couple more steps on from the screen you've got to. From the Match editor you need to:
Click the three dots in the Action column
Choose "Edit"
At this point you should see the plugin UI to search the Agreements Local KB for a match - but instead we just see a 'loading' icon in the screen

I'm unable to reproduce this problem. It's working fine on on snapshot for me.
Here is what I did, step by step:
From the Actions menu at top right, choose New
Set Provider name to "Mike's second provider"
Set Harvesting status to "Inactive"
Click Save & close
While viewing the newly created provider, from the Actions menu at top right, choose Upload COUNTER report
Click or select file and upload the file

Open the Matching summary accordion of the recently created provider
Click Update matches in the opened accordion. Wait about 30 seconds: another green toast appears saying the update has completed.
Note the statistics reported in the open according: Records loaded 123, Matched 26, Unmatched 96, Ignored 1.
Click on the "123". The match editor pops up:
Is it possible that @Owen Stephens or someone else on the side of the included plugin has made a change that fixed this problem?
Overview: Edit match dialog doesn't open correctly
Steps to Reproduce:
Go to a provider with usage data (with a Counter R5 TR report), I have added one on the current snapshot: https://folio-snapshot.dev.folio.org/eusage/view/366b198b-5af4-4933-8bc9-810595719f1c
Go to matching summary, click on one of the numbers there (matched, ignored, titles etc., to open the matching table.
In any of the rows, click at the dots on the far right side and chose "edit"
Expected Results:
This will open the dialogue of ui-plugin-find-eresource, select a different kb entry for the match.
Actual Results:
A new screen loads, but there is only empty space in the top of the page, and a loading icon (see screenshot). The plugin doesn't open.

Interested parties:
Anybody using the eusage reports plugin. Matches cannot be edited manually.
