Can not remove product ID without disconnecting instance

Description

How to reproduce
Create order
Add POL
Link inventory instance
Delete a product ID populated by instance

Actual: Instance UUID is removed from POL. When order is opened a new instance is created

Expected: Instance UUID is NOT removed from POL. Holdings and items are created under the existing Instance as desired.
