Overview: Purchase order line information is currently included in the title information. This is confusing users. Also, it is not clear whether the title relates to a closed order or not and this is important information to the receiving librarian.

Acceptance criteria:
Given user has selected a POL
When the related purchase order has a workflow status of closed
Then an alert appears at top of POL view with message - "Purchase order is closed - [reason for closure]"
