Permission "Notes: Can view a note" does not work as expected

Description

Scenario:
1. Given user A has been given the permission "Notes: Can view a note"
2. then select "Users" option.
3. Scan a barcode or search for a user.
4. On the "User information" page open the "Notes" accordion.
Actual outcome: With only "view a note" permission, I was able to create and save a new note. I was also able to delete it.

Expected outcome

  • The "New" button is not displayed.

  • When user clicks View note Then the pane header dropdown "Actions" should not include "Delete" and "Edit"

this is hanging out open in our list of untriaged bugfest issues (because it doesn't have a release selected). Can you please either close it or give it a release (e.g. Q3 2020 or Not scheduled). Thanks!
