Change Notes types limit to match tenant configuration

Description

Current issue:

  1. Limit for Note-types creation from UI is 20 (User cannot save 21st record because “Save” button is disabled).

2. But Default limit on Back-end side is 25:

Requirement: Front-end note type limit should match back-end limit.

Hey
As we’ve discussed on stand-up: we should remove limit of Note-types on Front-end side and leave it in Back-end side only.
Because default limit is 25 on back-end side, but it could be adjusted by changing environmental variable. In this case, UI limit will not match with BE limit.
To prevent it, let’s use an error message from back-end side during reaching the limit (see https://folio-org.atlassian.net/browse/MODNOTES-274).
