STORY: Open links to external resources in new tab

Links to an external resource from a BIBFRAME resource description should open a new browser tab. 

For example, the Content Type component will display values like "txt," each of which has a corresponding hyperlink to the LC: http://id.loc.gov/vocabulary/contentTypes/txt 

These links should be opened in a separate browser tab
