Libraries want to be able to add images to INN-Reach paging slip templates to provide visual distinctiveness. Current attempts result in a 500 error on save.

Steps to reproduce:

1. Open the INN-Reach paging slip template in edit mode

2. Paste a copied image into the rich text editor

3. Save.

Expected results

Template saves and printed slips include the image

Actual results

500 error

Additional information: The image in question is already used in patron notice template.
