A user with the "Settings (inn-reach): All INN-Reach settings: CRUD" permission cannot create and edit  INN-Reach paging slip templates.

Overview: A user with the "Settings (inn-reach): All INN-Reach settings: CRUD" permission cannot create and edit INN-Reach paging slip templates. When the user selects the central server with the previously created template, then the populated form form for paging slip template is not presented. The error indicates a permissions issue.
Steps to Reproduce:

1. Log into FOLIO environment as User with the "Settings (inn-reach): All INN-Reach settings: CRUD" permission.

2. Go to Settings > INN-Reach > Circulation settings > INN-Reach paging slip templates.

3. Click on the "Central server" field.

4. Select central server with created paging slip template from the dropdown list.

5. Fill out the form.

6. Click "Save" button.

Expected Results: A message appears indicating that the Template was saved successfully. The "Save" button became inactive.
Actual Results: An error message ** "Unable to create data due to a module error. Please try again. If a problem persists please contact your system administrator" appears. The "Save" button is active.
