Update INN-Reach Transaction Results List to Sort by Request Date Descending (newest requests first)

Purpose:

User story statement(s):

As a staff member processing INN-Reach transactions, when I view the results of a transaction search (and filter) operation, then the results should be sorted by request date, with newest requests first in the list.

Scenarios:

1. Scenario:

   • Given a search or filter has been performed in the INN-Reach transaction interface

   • When the results are displayed in the results MCL

   • Then the results are sorted by request date, descending (newest records first)
