Purpose: In the Consortial central tenant, users will be able to view member library holdings details, but will not be able to act on holdings unless they change affiliation to a particular member library and have holdings permissions in that member tenant. To enforce this, we will suppress the Action menu from any Holdings detail record viewed in the consortial central tenant, no matter what Central tenant Inventory permissions the user has.

Scenario 1
Given that a user is in the central consortial tenant Inventory
When viewing a member library's Holdings details
Then suppress the Holdings Action menu and all its actions, no matter what central tenant Inventory permissions that user has
