Fiscal year record displaying all Ledgers

Description

Overview: Fiscal year details are updated according to allocated funds etc., but the ledgers accordion shows all available ledgers, not only those associated with the Fiscal Year I chose.

Funds allocated to the other ledgers are correctly not taken into account, so the sums in the details are still correct.

I created my own FY, added ledgers, groups and funds. Groups and funds are listed in their respective accordions as I'd expect them to do.

How to reproduce:
Created new FY with different alpha in code. Period should include todays date
Add new ledgers
Add groups
Add funds
Select fiscal year
View fiscal year record you assigned all records to

Actual: ledgers accordion shows all available ledgers in system

Expected: Fiscal year only displays Ledgers that are associated with that specific fiscal year itself.

That's right. The problem arises only when creating a "Past" fiscal year "today".

Does this mean that if there was a Ledger FY record created when it was the current fiscal year. When it becomes a past fiscal year the logic would return it and ledgers would display properly? Meaning our only problem is that when you create a "Past" fiscal year "today" the system doesn't bother to add an LedgerFY for that year? We can discuss in Standup tomorrow.

Retriieving ledgers with totals (get ledgers API with query param fiscalYear) is based on LedgerFY records. Currently these records are created only for current or future fiscaleYears. There is the story MODFISTO-75 to add creation of LedgerFY records for past years.

Could you please chime in that get ledgers API with query param fiscalYear is working for past fiscal years? It returns empty ledgers set, see video attached
