COUNTER 5.1 Support: Manual upload COUNTER 5.1 reports for usage data providers

Description

As a user, I would like to be able to manually upload COUNTER reports to configured usage data provider in the format "COUNTER 5.1". The existing function "Upload COUNTER report" under "Actions" should be expanded for this purpose. The files in Counter 5.1 format should be able to be uploaded and processed like files from previous report versions.

For this, as a user, I want to use the official file formats for COUNTER reports. The existing function should be expanded for this purpose.

  • Version 5 and 5.1: JSON, TSV, XLSX, CSV

  • Version 4: XML, CSV (no change)

CSV files are only offered additionally by providers and are not always get an audit, but should also be possible to upload.

All file formats for the manual upload of COUNTER 5.1 reports are linked to this EPIC as extra tickets in Jira as childs.

Use case

  • The release 5.1 will become the current Code of Practice and the requirement for COUNTER compliance effective from January 2025. There are some changes with the new version of the COUNTER reports. Changes with release 5.1:

  • Official file formats ensure correct uploads.

Upload COUNTER report

In the web form "Upload COUNTER report", the text of the info should be changed to "It is possible to upload usage statistics." and below this text the supported version 4 and 5 are listed with their possible file formats. All files, especially files in Counter 5.1 format, should be able to be uploaded and processed like files from previous report versions.

After the upload, these reports can be selected in the section "COUNTER statistics" of the usage data provider like the other ones.

Acceptance criterias (UAT)

  • In the web form "Upload COUNTER report"

    • The text of the info is " It is possible to upload usage statistics." and below this text the supported version 4 and 5 are listed with their possible file formats like in the sketch.

    • As a user, I can upload the listed file formats, especially the Counter 5.1 files with their file formats. The uploaded files are processed accordingly by the application.

  • In the section "COUNTER statistics" of the usage data provider

    • As a user, I can select the uploaded reports.
