With COUNTER report release 5.1 there is a new structure for the reports (see CoP 5.1 ). The existing function to download stored COUNTER reports must be expanded for report release 5.1 in the section “COUNTER statistics” (usage data provider). The requested file should still be downloadable as a CSV file or XSLX file and should have a consistent structure, when the user downloading individual reports per month or downloading a period.
Use case
The release 5.1 will become the current Code of Practice and the requirement for COUNTER compliance effective from January 2025. There are some changes with the new version of the COUNTER reports. Changes with release 5.1:

Acceptance criterias (UAT)
As a user, I can download stored COUNTER reports with a consistent structure. It does not matter which report release version they have.
As a user, I can still select between CSV and XLSX output format.
As a user, I can still download reports by month using the buttons at the report overview.
As a user, I can still download a summary report for a selectable period of time.
