Usage Consolidation - does not return 12 months when starting period is not January

Description

  1. Go to https://bugfest-lotus.int.aws.folio.org

  2. Go to Settings > eholdings > Usage consolidation

  3. Notice that Start month for usage statistics = March

  4. Go to https://bugfest-lotus.int.aws.folio.org/eholdings/resources/58-473-1836

  5. Select under Usage & analysis accordion > Year = 2020 and Platform = All platforms

  6. Hit View

Expected outcome: Display 12 months starting with March

Actual outcome: Only displays 10 months in the calendar year

Note: I cannot remember if this is a bug or a usage service API limitation

Verified at Snapshot environment - looks like described issue fixed. See attached screencast:

Hey I also notice strange behavior, please specify is it expected behaviour:
1. When user selects "Publisher platforms only" at dropdown titled "Platform" he receives summary information, but when user selects "All platforms" at dropdown titled "Platform" he receives the message: "Unable to provide summary information." (see at the end of attached screencast) - it looks strange to me.
